Description
A reduction of the letter rate in 1883 from 3¢ to 2¢ created a need for stamps at the new rate. To keep Washington on the letter rate stamp, this stamp was issued to replace the 2¢ Jackson, and Jackson moved to the 4¢ stamp.
Presented is one of those 2¢ George Washington stamps on an envelope featuring a bulls-eye cancellation mark. The post mark dates to Oct. 1. 1883. The stamp itself is in two pieces with some wear. An original handwritten letter that was inside the envelope is also included.
